    In September, each pilot city organised a Quadruple Helix Stakeholder meeting to select the most promising interventions to be scaled up. The QHS concept refers to the four main category of stakeholders we aim to include in the co-creative process of the project, notably: public authorities and policy makers, researchers and academics, industry representatives, and, above all, citizens. These are the groups of people who have direct insights into what is most needed, what would benefit the local community the most, what is sustainable and what are the main challenges related to each interventions.

    As in the selection process of the first implementation round, a combination of a broad online voting and a more focused workshop with the Quadruple Helix Stakeholders were organised to select which concepts should be implemented. Building upon the outcomes of the Presentation Days and Hack Days, the cities involved the stakeholders to discuss and rank their preferred ideas according to their impact and feasibility.
