    After three years, what still makes Cities-4-People distinctive from mobility projects is its co-creation approach and commitment to people-oriented transport mobility (POTM). This runs through the whole project: from brainstorming and conceptualizing potential solutions, to the evaluation of activities.

    Through a participatory process of co-definition and co-creation, the project is proud for its evaluation framework, also known as COS (Core-Outcome-Set). The COS has three key characteristics: it is people-led, transparent and equally importantly, transferable to other settings. To design the COS, Cities-4-People used the Delphi method, a foresight method whereby through an iterative process the, different opinions from residents, users, and mobility experts from each pilot area diverged into a coherent group of evaluation indicators.

    The end-product of this was the development of indicators both for the evaluation of the 1st phase of the prototyping but also in the 2nd phase of the scaling-up.  If you are interested and would like to draw inspiration about the process of engaging your community in setting up indicators through a bottom-up process or simply want to learn more about the Delphi Method, visit the resources page of our website.
