Altona is a borough of the City of Hamburg which is located to the West of the inner city bordering the River Elbe. The specific site in Altona for Cities-4-People is the current location of a large brewery, the “Holsten-Brauerei”, which is right adjacent to “Mitte Altona” and located about 3 km away from the river and approximately 1.5 km from the Altona-Altstadt, an attractive location with housing and shopping opportunities nearby.

Currently, the neighbourhoods of Altona-Altstadt and Ottensen are separated from each other by a main railway line on one side (West) and large main transit roads on the other side. Since the “Deutsche Bahn AG”, the German Railway Company, has decided to move the main inter-city train station to the North, land has opened up for redevelopment. The project “Mitte Altona” is meant to turn a brownfield of abandoned rail infrastructure into a new neighbourhood and create more opportunities for integration, mobility and connectivity. There will be space for 3.500 new housing units and a district school. In addition, the Holsten-Brauerei will relocate to a new site in the South (industrials estate Hausbruch), which will create even more opportunities for urban neighbourhood redevelopment with a focus on innovative mobility solutions that meet the needs of all current and potential future residents in coordination with the Mitte-Altona project.

On a national level, the Federal Ministry of Transport and Digital Infrastructure coordinates all issues concerning mobility and transport and gives guidelines as well as nationwide policy strategies for the federal states to implement. As a matter of fact, in Germany urban transport planning and guidelines are applied at a local level.

Germany has developed many national policies and strategies regarding sustainable mobility and transport to be used as orientation for the federal states. Sustainability is a core issue for German transport and mobility policies. The country has set a goal to reduce its CO2 emissions by 30% within 2020 in comparison to 1990 and, as one of the G8 countries, has agreed on the 2°C global warming limit. The 2020 Climate Action Plan makes clear that transport is one of the main areas of focus for these emissions cuts.

In order to control the emissions being caused by transport and to mitigate air pollution, some bigger cities in Germany have introduced low emission zones. Other measures range from support for electric vehicle integration, investigation of new drive train and fuel technologies for different vehicle types, maximisation of efficiency through infrastructure, digitisation and SMART innovations.

In Hamburg, the second largest city in the country, it is the Administration for Economy, Transport and Innovation that published the overall Mobility Programme in 2013 as a basis for continuous urban transport planning in the city. The programme focuses on several goals, including increased urban accessibility, strengthened public transportation and improved transportation network, increased efficiency and intensified electric transportation modes. Furthermore, Hamburg has a strategy for intelligent transport systems, called Transport 4.0, which aims to handle great amounts of data, and devotes a strategy specifically to improve biking routes and networks
